The Busy status on Disk component may be caused by some programs that are running in the background. Some of these programs run when you boot your device. To sort out your concern, we suggest that you check if the Microsoft Compatibility Telemetry is running on the Processes tab from the TaskManager to check if the issue is not related to it. This is part of Microsoft Customer Experience Improvement Program that contains technical data about how the Windows devices and its related software is working, and then periodically sending it to the Microsoft server.
